We had this problem when the projection of the Oracle table was
different from the projection in the mapinfo mapcatalog.  Had to have
our Oracle guy work some magic to get them to match.  Found we had this
problem specifically when using the Lat/Long (NAD83) projection.  What
projection are you using?
