I have received a vector file that was originally digitized in user
coordinates and then projected into geographic ones. When I open the table
in Mapinfo it registers where it should but if I bring it into another
program like ArcGIS or Micromine, it registers to the user coordinates and
the geographic coordinates go to "unknown". Is there anyway of "marking" the
table so the geographic coordinates are recognized and not the user ones??

I am guessing that MapInfo is correctly re-projecting your data on the
fly. You can check this in the "Table Structure" dialog (menus:
Table>Table Maintenance) and click the "Projection" button. This will
only tell what the table's coordinate system is, but not change it.

To change it: Try "Save copy as" from the file menu, click the
"Projection" button, select Longitude/Latitude and appropriate datum
from the "Category Member" list, and save you file to a new name.

Then use Universal Translator or other tool to convert to shapfile.
