This is the answer to my question as to why some symbols were disappearing.
Thanks to those who pointed me in the right direction.
Short Answer: I needed a different plotter driver for my HP670c. I found
it at:

Longer Version: After setting up the new HP driver, the symbols printed.
The plot file size was now 5.5 MB (with the Adobe driver it was 1.33 MB). I
think those borders on the symbols made a difference because that 5.5 MB was
almost too much for the 68 MB of RAM in our plotter. The file apparently
ballooned as the plotter was receiving it. The first time I tried it I ran
out of memory. The second time I shut the plotter off for 10 seconds, then
restarted it and resent the file. That time it worked. NOTE: I noticed a
significant difference in linework between the two drivers. Gray lines that
had appeared almost solid with the Adobe driver were not nearly so with the
HP driver. The HP driver spread out the dots used to make the lines so much
that the lines became quite sketchy. The same thing happened to symbols
that used light colors. I guess I'll have to stick to primary or dark colors
for that map in the future. I'll probably continue using the Adobe driver
for most of my work since this problem hasn't bothered me before.
