Andrew, Where is your DXF file originates ? If in MicroStation I could be able to help you - my D2M and M2D programs export (D2M) MicroStation file to mif and mid files. If 3D file is used it is possible to export Z valu as an attribute. When the data is imported to MicroStation, it is possible to nominate specific column (attribute data) to be used as Z.
