Although this may not be everything you're looking for, it probably is a
good starting point.  The U.S. Bureau of Transportation Statistics (BTS)
has some excellent geospatial databases you can download.  They have a
database described as the following:

"A network database of all navigable inland and intracoastal waterways,
Gulf, Great Lakes and coastal sea lanes, and major sea lanes between the
continental U.S., Alaska, Hawaii and Puerto Rico. [Maintained by the US
Army Corps of Engineers.]"

The US Coast Guard site might also be a good resource/starting point:
