Our world map data set Global Insight contains a world time zone map at 1:1M scale. It
also
contains some supplement layers (international dateline, simple time zones, headers)
to make
very attractive TZ maps. The time zone map layer is expressed in regions and has a
political
reference. Attributes include country name, TZ offset from UTC, letter code and a
colour code
which allows thematic shading of odd, even and fractional TZ offsets.

Take a look at the "1.2 Update" (off the main product page) page for a bitmap image of
the time
zone mapping.
