Not the case. All of Iowa, Illinois, Kansas, Nebraska, Minnesota, Missouri, and
most of the productive Mid-west ag lands have been digitized. As each state has
a Soil Survey and the funding of most of the digitization of legacy soil surveys
has been paid for by state funding, the USDA has had problems gaining access to
it for their publication. Purely politics in this. Mostly though many of the
counties are complete with the exception that they need "certification" by the
USDA/NRCS State Conservationists- these are mostly political appointees that
rarely do much of anything therefor the work stacks up on their desks. There is
also the fear that someone might resell the soil surveys and they want to
maintain "certification" of orginality.
The DLG noise we now hear may in fact be for the 1:250,000 scale which has been
around for many years now. The 1:24,000 stuff can be found when available via:
