Mike,
Before you can answer that question you need to consider what the data
represent, how large location measurement errors may be, what significance
the numbers have relative to the data items and how the resulting
distribution will be used.
For example, "outlier" wetland vegetation in a field is determined
differently from "outlier" water chemistry values in a river.
If you can supply us with more detail we may be able to help you.
