Your references seem to be those that may collectively refer
to telephone and cellular telephone issues.  If this is the
case (telco) MSA/RSA are 1980 cellular license, those are
numbered differently than Rand-McNally's originals.  MTA/BTA
are 1990 PCS variety and PMSAs are 'Portability" for
telephone numbering portability issues.

If your query is 'TELCO' related, check also with
"www.fcc.gov" and be careful of their numbering systems.

There are FCC documents which clearly define the structure
of the MSA/RSA and the MTA/BTA but I haven't been able to
find them via the web. (I have a printed copy of each at the
office).
