We have a new data product called Global Profile which contains sea depth contours in
both
vector and raster form. If you're just after ocean/sea names for the major water areas
of the world,
it is probably quite easy to draw them by hand as regions (and make them intermatch
with
whatever political/land map you're using). I don't think there is any single
organisation who
administrates the demarcation between the world oceans.
