I think someone else already mentioned the CD's by Geolytics.
They have a new one for Census blocks, which has the STF-1B and
PL 94-171 data, which can be extracted to ascii files, and TIGER
boundary data, which can be extracted as both .shp and .mif
formats, so no extra programs are needed other than ArcView and
MapInfo. Also includes block to zip code relationships. I think
this does fit the bill.
