A ten minute averaging of non differentially corrected GPS will NOT provide
you the sought after 1-10m accuracy you seek.  To narrow the induced error
of SA=ON you need to be resident on a point for upwards of eight hours.

You can seek out models that will record raw pusedoranges that can be
converted to RINEX formats for post processing. This can give you the
results sought.  Raw data of this type tend to be verbose and therefore
requires logging into a laptop or larger memory space. Best would be to buy
either a US Coast Guard RTCM style receiver at $400 to $800.  If your region
doe not have such public broadcasting of differential corrections you will
need to consider a satellite source like OmniStar.
