No, you can't change the highlight settings through MapBasic. These
setting are stored in the MapInfow.prf file. You would need to use the
Alter Button Pad statement to turn off the Info Tip with MapBasic.

Answer:
Choose Options>Preferences and click on the Map Window button. You can
change the color of the highlight through this dialog.
