This is the Kentucky "Carter" Grid coordinate system. You can get this from
http://www.uky.edu/KGS/gis/kgs_gis.html as well as lots of other good stuff. It
is in ESRI shape file format. I have already translated it and will put it on
my web site when I have time. If you can handle a 2Meg zip file attachment,
I'll e-mail it to you.
