Hi Derek and others,
The GeoBaseMap utility called Mapping Systems does exactly what you are describing.
A layer information dialog box allows you select a .TAB file and enter metadata about the file into one of three boxes -
1.    Description - a one sentence descriptor
2.    Abstract - more detailed description of what data was used and the results
3.    Data Source, Revision History - the most useful for people like me who constantly make changes to layers and want to know when.
