Whitestar does for ~ $5,000 - $7,000 per state. Also, if you know how to
translate the DLG files into MapInfo format, the USGS mapping FTP site has
most of the USA. You can also find the Public Land Survey System (PLSS)
data on many state GIS pages. I just downloaded the Idaho PLSS complete in
E00 format and translated to MapInfo easily.
