unfortunately, in France, geographical data is hardly ever free, even public and
widespread data such as these ...
I don't know of any free source myself ...

A student of mine is about to re-trace French department and
arondissment boundaries for a project displaying data at those levels.
Before she goes crazy doing so, does anyone have any leads on a
public/free source for same? I've searched high and low without
success.
