I suppose it depends on the size of your gaps but have you tried to use
Northwood Geo's pline2point util that comes with vertical mapper. You could
then reconstruct your contours from the points created using vertical
mapper. We did something similar with the contour vectors that came with a
popular UK mapping dataset
