Subject:        Landsat 7 Data Policy - User lobbying needed!

Dear Colleagues,

The USGS/EROS Data Center has prepared a draft "Landsat 7 Data Policy" which
will govern Landsat 7 products and services they provide to land satellite
remote sensing data users (attached WordPerfect 6 document).
I am sending this email is to bring a serious deficiency in this policy to
the attention of the user community.  The highest level Landsat Data Product
EROS plans to distribute is level 1G, a "system" corrected image.  The
spatial accuracy of this 1G product is +/- 5-25 pixels (+/- 150-750 Meters).
EROS has the systems in place to produce "precision" and "terrain" corrected
images (levels 1P and 1T) which have a spatial accuracy of up to � pixel
(+/- 15M). It takes an additional 6 minutes of processing time to complete
this level of geometric correction.
Due to pressure from the remote sensing "value added" industry, EROS has
decided NOT to offer this product to their customers.  Users desiring
accurately georeferenced Landsat 7 data will need to do this work
themselves, or contract with a "value added" provider.
This policy runs contrary to the USGS/NASA intent to make Landsat 7 data
more affordable and usable, and will significantly discourage use of this
valuable national asset.  It will add complexity, cost and delays to users
already challenged to apply this data to real word problems.
If you feel that the EROS Data Center should provide usable data to their
customers, rather than attempting to artificially create a market for the
"value added" industry at the expense of those customers, please email your
concerns to the Director of the US Geological Survey, Dr. Charles Groat, at
