I can only help on the telecom side.  The original source for almost all of
the data on local telephone switches is the Local Exchange Routing Guide
(LERG).  It's put out by Bellcore's Traffic Routing Administration, ph.
(973)-699-6700.  I think it runs $150 per month and is updated monthly.

Two location elements are included, street address (these data are a bit
dirty) and V & H coordinates (which can be converted to lat/long). I would
use address and for bad addresses convert the V & H.  

The problem with these data is that they do not include long distance
switches.  You'll pick up a quite a few though since CLEC switches are
usually colocated with LD switches (occasionally are the same switch)

There are other, more expensive, sources of these data as well.  Some are
listed in the MapInfo data products literature.  The California PSC will
likely have data as well.
