If you display your mapper (raster and tables) in a frame in a layout, you
can draw a scale directly on the mapper (SCALEBAR3.zip, or close to it on
the mapinfo-l ftp site).

I have revamped and expanded that utility and if it does nor satisfy you, I
could send you my newest version, if you do not mind surprises.

Use any arrow from a true type font. You could give it the angle you want as
with any text object.
