I'm not sure if I understand your question, but I have been working with
TIGER files, which I think are the source for a lot of the "strett map"
type data sets. The direction of streets in TIGER files is seemingly
random. For example, you could have a "Main Street" running from south to
north in which the line direction of the first block might be from south to
north and in the second block fron north to south.
The address ranges for the first block might be: From Right = 1, To Right =
99, From left = 2, To Left = 98. But then in the second block, because the
line direction is reversed, the address ranges might look like: From Right
102, TO Right 198, From Left 101, TO Right 199.
In other words, odd address nubers will always be on the east side of Main
Street, and will increase from south to north, but they are relative to the
"digitized" direction of the line.
I may have completely misunderstood your question, so ignore thiss if it
doesn't make sense in your context.
