[ahem]  Undocumented feature.

You appear to be referring to MI Pro 5.x.  It can build a cartographic
legend by using hidden, temporary tables, with names like, "LGND0004"  In
this case, the table was closed or deleted when Mapbasic app, Labeler.mbx,
wanted it.

Can you get along without the mbx?  Should stop the annoying pop ups.
If you are not running it intentionally, it may be loading from the
\Windows\startup.wor  (or \Winnt\), or MapInfow.wor  These can be opened
with the likes of notepad and the line that reads, "Run Application
some_path\Labeler.mbx" can be deleted with or without prejudice.

There may be a new, 5.x-aware version of the mbx; afraid I'm not that
familiar with it.
