Some answers to your questions. We find the Universal Translator good for
only very basic translations. It does not retain any colour or attribute
information. It also drops your donuted polygons (what should be
MicroStation group holes) back to polygons overlaying larger polygons.

For more complex translations we use (and market I must add) a Mid-Mif
importer for MicroStation called M2D (MapInfo 2 DGN). This brings in the
colour information, translates donuts to group holes and allows you bring in
attribute data in a tag set. A demonstration version is available on our
website (www.meridian-gis.com.au) that will allow you translate up to 200
elements.
