There are products by vectorvision that both rectifies raster images to
known points as well as creates edge-matched tiles suited to a seamless
layer from numerous overlapping images.  It works directly from the
information contained in the tab file.  Tiles can be created any size
depending on memory.

Yup. Bob Edwards' RasTools ([EMAIL PROTECTED]) will do rubber-sheeting and
georeferencing transformations on raster images.
