Cindy,

The Peruvian map dudes, "Instituto Geografico Militar" has 
had a very slick and advanced web site for years.  It is 
easy to find on the web with a variety of search engines. 
 (I don't have my Peruvian file with me at home at the 
moment.)  You can even download an index map of the paper 
map sheets they publish!

If you are willing to pay for the information, the Peruvian 
government has what you need for a price.  Try going to the 
original source of DMA's information.

Furthermore, there are at least two outfits that sell that 
licensed data (from IGM) in digital form for cities.  This 
is not a difficult task to search for and find on the 
internet.

In this particular case, I believe you will find that 
persistence will yield tangible results in short order.
