MI MB - Legend in Layout

Would someone please let me know why the following reference to the legend window does not work. This code creates the frame in the Layout but does not insert the legend in the frame which remains empty with 'No Window'. Similar code for a map window works fine.

legend_id = WindowID(WIN_LEGEND)

Create Frame
(20,160) (60,260)
>From Window legend_id
FillFrame On
