One technique I have seen suggested to do this is as follows.
Create a second copy of the region file and convert all to polylines.
Buffer the polylines, selecting a buffer width suitable for the scale you
will be displaying the map.
The buffers then need to be edited with the original region shapes, to
remove the area outside. Set them as a target, and use the "erase outside"
command to trim off the unwanted outer section, leaving only an area inside
the region. The display settings for the remaining buffer region can then be
set to provide a solid or transparent boundary, inside the original region.
As far as I can see however, each buffer would have to be trimmed with its
own region, one by one. Setting all the buffer regions as target and
trimming outside using all the regions wouldn't work, so it may be a bit
laborious if you have many regions.
I found this technique in an old file, which doesn't have any html or other
reference, other than "by Bill Thoen". The name rings a bell. Maybe he could
suggest how the trimming could be automated. I suppose an mbx could be
written to trim each buffer region with the region it is associated with, in
batch mode.
