James and Tom,
The .BIL format stands for band interleaved and it is true that it can be
viewed in ArcView and ArcInfo.  However, .BIL's can also be viewed in
MapInfo.  We utilize .BIL files from the USGS for aligning road files in PA.
You can extract the header info from the top of the .BIL and use that info
to hand register or build a .TAB file.  We have used them in MapInfo 4.1 and
above.

I have some aerial imagery with a .BIL extension.  Does anyone know in
what software I can open this image?  Have had no luck in MapInfo 4.1 or
the few image software formats (Paintshop Pro, etc.) I have available.
