Those are SDTS files. They come in a gang... er, collection, and
you'll need the complete set for the area to make anything useful
out of them. I think the master file (the one that rules them
all) is the one that looks like ?????cat.ddf. There are precious
few translators to MapInfo for these puppies, but you might try
one of Sol Katz's translators at ftp://ftp.blm.gov/pub/gis/sdts.
