The free National Transportation Atlas CD-ROM has US counties. Like most government
data,
it's in a bizarre format, but Bill Thoen has a translator product to bring it into
MapInfo.
I don't have the exact web site address, but I ordered mine on-line from their web
site at
http://www.bts.gov
