There is free public domain software [VPFIMPORTER, part of NIMAMUSE]
available from NIMA [www.nima.mil] which - assuming you have the source
DCW VPF data - will convert direct to Mapinfo.
As it happens, I have recently worked in Vietnam and have already
converted SOME of the DCW data (mainly for the Hue - Hanoi sector, but
for some coverages for all of Cambodia-Laos-VN). Let me know direct if
you would like a copy of the tables.
