assuming you are talking about placing them on maps, yes. i have used the
mapinfo shield.mbx program. it is a little cumbersome, but if you know where
you want the shields it will draw them.
maptitude ( www.caliper.com ) can automatically lable highways with numbers
in shields, and it works very well. the new version even has highway shields
that are reproductions of the acutal state highway signs.
