Can some explain the process involved in creating a map that support
geocoding? For example, I use a GPS receiver to collect data  of all
intersections in a city (developing nation).

What tools are used to layout the points ? Is their a conversion program
that does this, or does one start with an aerial photograph and then overlay
the points?

Where does one get the clip art (for roads, railraods, etc) for connecting
the points?

Now assuming that one was able to generate a city street map, I assume it
still is not suitable for geocoding. How is this done?

I would appreciate any URLs to better educate myself on this process.
