There is no 'TileIndex' at the moment but thanks for bringing it up.
In the past I have implemented very similar approach for handling
very large raster data sets. I think it would be nice to have this
functionality in Mapnik, not sure 'TileIndex' is the best name though.
Would you mind submitting a ticket to trac.mapnik.org and I'll look
at ways to implement this.
