Does that mean that it bears no relation to point placement, where names might bump into one another in two dimensions?

label_position_tolerance is the distance in pixels the label can be moved on the line to make it fit (assuming LINE_PLACEMENT value for label_placement). If 0, the default is used, which is half the value of label_spacing.
