Ok I solve this problem which was an access problem. Now there is no more error message in apache error_log but nothing happen when i used this in my browser: http://localhost/fcgi-bin/test.py?VERSION=1.1.1&REQUEST=GetMap&LAYERS=world_borders&FORMAT=image/png&SRS=EPSG:4326&STYLES=&BBOX=-81.54375,-58.3125,-59.04375,-47.0625&EXCEPTIONS=application/vnd.ogc.se_inimage&width=600&height=300 but i got this error: The requested URL /fcgi-bin/test.py was not found on this server.
