Good start. What I'd like to see is a little description of how you describe the size of things. The geo-data itself should get scaled appropriately but how do you specify the width of lines, size of text, etc? If you specify in pixels that's straightforward (but what is it for a scalable output, like pdf?) if you specify in inches, points, or mm, then you need to somewhere specify the PPI, or if it is indeed fixed at 96ppi, then you need to scale stuff yourself.
