Hi,
Looks like you're missing the "AS" part to give the field a name. In
the comment I called it "name_stretched", which is what your
TextSymbolizer name paramter needs to be:
... REGEXP_REPLACE(UPPER(name), '(.)', E'\\1\xC2\xA0\xC2\xA0', 'g')
AS name_stretched ...
and:
<TextSymbolizer name="name_stretched" ...
