Hi Kenneth,
This is most likely because libpq wasn't available at compile time and
postgis.input wasn't built.
You can verify this by checking $MAPNIK_PREFIX/lib{64}/input/ directory.
Use PGSQL_INCLUDES/LIBS options to specify paths to include + libpq
