Tou can use ShapeLib (http://shapelib.maptools.org/) to create its yours shape files.
More specifically "ShapeLib Tools": (http://shapelib.maptools.org/shapelib-tools.html) dbfcreate, dbfadd, shpcreate and shpadd.
