There was a thread on talk a few days ago, "Re: [OSM-talk] how to make renderd.py render more than 18 levels", in which the poster was told to use renderd instead of renderd.py, change MAX_ZOOM to 20 and also change a few occurrences of 18 to 20 in various C files.
