this looks like the source and not the installed proj4. How did you  
install it?

what is that? The source checkout or where you installed it? I doubt  
that is going to work.

These looks like properly installed libraries, but Mapnik requires  
 >1.34 so 1.33 will not work.

compile and install boost with the default settings and it should  
install in /usr/local, then do:

python scons/scons.py BOOST_LIBS=/usr/local/lib BOOST_INCLUDES=/usr/ 
local/lnclude

If that does not work then send the terminal output and attach the  
'config.log' file.
