The problem with going all bleeding edge like that is that it makes it very hard for people to work with the code. I'm running a full up to date F12, an operating system released only a few weeks ago, and yet I only have version 1.39.0 of boost so I'm unlikely to be able to do any work on mapnik now for at least six months. Not that I've done much of late anyway, but I just thought I'd point out that you limit the community you can involve when you require bleeding edge dependencies.
