We also need to be able to do:

python scons/scons.py distclean

... to remove previously installed Mapnik pieces. This is on my list before the next release.

No, nothing known. When you re-installed did you make sure to request that the OSM plugin be built/installed? INPUT_PLUGINS=osm,postgis,shape..... Otherwise the old one will still be sitting there in /usr/local/lib/mapnik/input/osm.input and needs to be removed manually or overwritten by a fresh install.
