Yes and no.

Mapnik uses Proj.4 for coordinate transformation, and Proj.4 is  
powerful. All you need to do to use that projection with Mapnik is to  
construct the proj.4 string that properly describes the projection and  
send that to Mapnik.

However, that seems like quite a custom/rare projection, so finding  
the proj.4 string for it may not be possible, and manually  
constructing it will require a deep understanding of projection math.

For example, there is no mention of Peirce projections at 
http://spatialreference.org/ref/?search=+stereographic&srtext=Search

But, from the wikipedia article I see it is based on stereographic  
principles, so you could start but trying/modifying some of these:
