Hi!
This is probably caused because you have a previous ICU in your
system. You could try
ldd /usr/local/lib/libboost_regex.so
to see if your new version of boost is linking to the proper version
of libicu. If it is not, then try to remove that older version.
(I'm also new at this so please feel free to correct me if I'm wrong)
So one way to do it would be to check out what is on your /usr/lib/
and /usr/local/lib directories.
The new libicu will most likely be installed on /usr/local/lib but
when you compile boost, it is linking to what you have on /usr/lib, so
if there is an older version of libicu there, you will get this message.
Tell me if you still have any problems.

I also read the paragraph which outlines this issue. But where to copy
the libicu* and recompile boost?
