I'm trying rendering a shp file containing administrative area of ShangHai.
I use a TextSymbolizer to label the administrative area, below is the rule

halo_fill= "#DFDBE3" halo_radius="1"/>
</Rule>
The label font size on the small polygons appears to be larger than those on
the large polyons, which makes the resulted pic absonant.
Is it a normal behavior?
How to fix that?
