Other than the fonts, nice tile! Happy 2011 too, going great here :)

Certainly looks like an encoding issue. Are you reading from shapefiles or 
postgis or something else?

If shapefiles try:

<Parameter name="encoding">iso-8859-1</Parameter>

If postgis, let us know what the encoding is of your database.

Also, what font are you using?
