That's something that's been bothering me for years, and is to do with
sub-pixel alignment of the shields and text differing (I think one is
snapped to the pixel grid and the other isn't). I'm not certain what
the status is of this - i.e. whether there's a trac ticket for it -
but certainly Artem is aware of it and was looking at it in mapnik2.
I'm not sure if there's code committed to fix it yet, though.
